Apply to become a participating contractor in SMUD territory
Before you can earn home performance retrofit rebates with Energy Upgrade California, you’ll first need to become a participating contractor. Follow the steps below to get started.
STEP 1: FIND OUT IF YOU QUALIFY
In order to participate in the Energy Upgrade California Program in the SMUD territory, your contracting company must meet the following requirements:
- Be a Contractors State License Board-licensed contractor with a California license appropriate to the scope of work
- Hold $1,000,000 minimum coverage each for Commercial General Liability, Business Automobile Liability, and California Statutory Workers’ Compensation insurance and name SMUD as additional insured
- All of the above must be provided in separate Certificates of Liability Insurance for SMUD
- Business Automobile Liability insurance is not required if you are not using a company-owned vehicle
- California Statutory Workers’ Compensation insurance is not required if you have no employees (please provide a waiver for workers’ compensation liability with your Contractor Application if you have no employees)

STEP 2: COMPLETE A PARTICIPATION WORKSHOP
Contractors must attend a Participation Workshop before applying to the program.
STEP 3: GET TRAINED
Contractors who do not already have a BPI Building Analyst-certified individual on staff will need to either (a) participate in a Basic Path training in order to complete Basic Path jobs, or (b) have at least one on-staff employee become BPI-BA certified in order to complete Advanced Path and Basic Path jobs. Sign up for a Basic Path training or sign up for a CBPCA training course to prepare you for the BPI-BA exam. (Note: CBPCA is one of several BPI affiliates in California. Carefully review the SMUD Contractor Participation Agreement. Complete the instructions on pages 1-2 of the SMUD Contractor Application.
